Hello,
I was thinking of purchasing a folding bicycle for my 12mi commute as my old steel steed is on her last legs. I am looking at the: giant-bicycles.com66203Open ↗. I was wondering if the stock rear rack
would be compatible with any pannier bags. I have not purchased panniers before and do not know if they are brand specific.

Not so much a brand issue as a size and location issue. The panniers need to be a bit smaller and/or mounted more rearward and higher to avoid heel strike with folders. Still, there are multiple solutions.

Ortlieb panniers have also been adapted to folding bikes. If using the larger size panniers, the trick is to get them back far enough for shoe clearance (foot size relative, of course) and not putting so much weight in them that handling is adversely affected. Some folks go for front and rear touring boxes to balance the load weight distribution and there are small front panniers available for Dahon type folders.
