Not so much a brand issue as a size and location issue. The panniers need to be a bit smaller and/or mounted more rearward and higher to avoid heel strike with folders. Still, there are multiple solutions.

    Dahon sells this: http://dahon.com/mainnav/folding-bike-accessories/folding-bike-carrying-bags.html

Ortlieb panniers have also been adapted to folding bikes. If using the larger size panniers, the trick is to get them back far enough for shoe clearance (foot size relative, of course) and not putting so much weight in them that handling is adversely affected. Some folks go for front and rear touring boxes to balance the load weight distribution and there are small front panniers available for Dahon type folders.

Google "Dahon panniers" images and a bunch of baggage combinations come up.
