I have a Ritchey WCS oversize road stem mated to Ritchey WCS classic oversize bars on my cyclocross bike. I've got the four stem bolts cranked up as far as I dare but the bars still slip with little effort.
A friend has recommended roughing-up the contact surfaces in order for the stem to bite into metal, rather than paint. Apart from this, is there anything else I can do, such as wrapping electrical tape underneath in order to increase the bar diameter slightly?
Finally, does anyone know the torque settings for the WCS stem?

Don't know the torque setting but one way to tighten er up would be to use a piece of a soda or beer can. It is probably small enough to tighten it up and won't ever rust. Just cut it out flatten it with a hammer and shape it to the bar.

WCS stem front faceplate with 4mm bolts - 30-60kgfcm for alloy bars 26-52 inch/lbs - 40kgfcm max for carbon bars 35 inch/lbs fron the Tech-FAQ section of the Ritchey website. You should not need to shim. Closely examine the mating surfaces near the fasteners to make sure they are allowing for proper closure.
