I have a memory of seeing a recipe in which 1 inch cubes of tuna are
seasoned with Asian flavors and then deep fried briefly so the outside
is crisp and the inside is still raw. Durned if I can find it, can
anyone help?

Have you asked at one of the recipe groups?
I did some searching and could not come up with anything, but I devised
the following which turned out very good.
Yellowfin or other tuna cut into 1 inch cubes
1/2 c Japanese soy sauce
1 tsp wasabi powder
1/2 tsp honey
Potato starch or corn starch
Mix the soy sauce and wasabi powder and brush on the tuna. Let sit for
1/2 hour. Dissolve the honey in the remaining soy/wasabi mixture - this
is your dipping sauce.
Roll the cubes in the potato starch, shake off the excess, and deep fry
at 375 degrees for 30 seconds or less. You want a crispy exterior with
the center still red. Drain and serve.

I've got to dig through my spices. I'm sure I have Wasabi powder.
