Why not? We could have Gary-Chicago. Cobblestones are smooth as glass compared to some of those streets. A wheelset that could survive a Chicago pothole would be rugged, indeed.
Or how about Queens-Manhattan-Queens, run in normal traffic. A freight train doesn't pose nearly the threat that a NYC cabbie does.
