How much I should tighten the DA 10sp crank's cap??

I just tighten it using my hand and the small round tool. Should I tighten it more or until my hand could no longer turn it?

According to Shimano: "Use the TL-FC16 (that's the round tool thingy) to tighten the cap. Tightening torque: 0.7-1.5 Nm (6 - 13 in.lbs.)"
