I, and probably many of us, am/are not sure what "true to size" means.
Actual mounted section widths and heights can vary widely by
manufacturer, but are generally consistant withing a manufacturer's
product lines.
Here's one data point, Hutchison (not Hutchinson) Carbon Comp 700x23s
are EXACTLY the same size as Michelin 700x20s. Does this help?
