illegal to hose rider from team car?

I assume it must be illegal to spray down a rider from a team car? Or not?
And if so, how far does it go? Can you arrange to have people hosing down
riders on a steep climb? Obviously it's done to some extent by spectators,
but not in a big way (primarily because whatever what you've got up there on
the col was water you brought up there yourself).

Just thinking about Floyd and all those bottles he dumped on himself, and
wondering if some of the controversy (getting pushed or pulled during the
handoff) could be avoided, or if it's the only option.

Team car can go up to it's rider and hand the rider, food, water,
mechanical assitance etc, so yes the car could spray the rider... but
team cars are limited in the amount of time they can stay with a rider.
So although they can keep coming up to the rider (commisar has to
approve it) thay can't just sit next to them. Also feeds (that
includes water) from car on climbs are illegal.
