Inner tube size

Innertubes are simply baloons, they expand to fill the space available so size is not critical. If you use too small a size, it will stretch thin to fit and will puncture easily. If you use too large, the tube will not fit inside the tire. In your case, buy the next largest 27" tube you can find; 27" x 1.25" is probably about right. (The Nashbar Medium Road Tube covers 27" x 1-1/8" to 27" x 1-1/4" and would be perfect for your wife's bike.)

Thanks, but I can't find any 27" tubes, is there an equivalent size in 700c?

According to the Nashbar listing, 700c x 28 to 700c x 32 is the same tube as 27 x 1-1/8 to 27 x 1-1/4.
