I was installing my bb, drive side 1st, its 90% screwed in, but screwing it flush with the frame is really tight. I was using socket wrench which didn't fit well, I will now use an adjustable 12" wrench. Should I screw it in all the way? (aluminum frame, shimano cartridge bb)
I put anti-seize inside the threadings and will put loctite where the ring meets the cartridge body.

Thanks for your help
If the threads aren't full of crud or the cartridge isn't being interfeered with by a cable guide screw, something else is wrong. Don't use a bigger wrench. You don't happen to have the non drive cu screwed all the way in do you?AWIW, there is no point to loctite, especially where you were going to put it.For what good it would you, you might as well have stuck it in your ear.
