Is there a difference between a time trial, a triathlon and road bike with forward seatpost with aerobars?

A time trial and triathlon bike are the same beast. Some of the accessories can be different, but frame design and positioning are the same.

A road bike, no matter how you set it up, will never be a time trial bike. You can change the seat post and add aero bars to create a feel and position that are similar to what a tri bike would have, but the geometry is different enough that the handling and fit will be always be different.

Tri bikes are made for aerodynamics, efficiency and power exclusively. Road bikes are made to display a variety of qualities depending on intended use, but rider comfort over long distances is usually one concern that a tri bike doesn't address.
