Basically how some major doping stories were non-doping stories unless the "police" got involved. And some of these scandals were as large as OP is...... But pushed under the table......
The story that attaches P Bettini, Michele Bartoli, Gilberto Simoni to doping in a round about way in the MG Techno-Gym scandal.
Gianni Bugno of Mapei being thrown out of racing after being caught with a intercepted package of speed.
Just a real good article on the doping that has been covered up.

MG Techno gym story was covered by Cycle Sport at that time.

But the article that you have posted is very good - it's a pretty concise description of the problems which have dogged this sport of ours.

Like you, Tiger Woods & Co seem to hold more interest for me - rather than the peloton.
