Is the Allez Comp '05 a compact frame?

A compact frame will always have a sloping top tube whereas your traditional frame has a horizontal top tube. There isn't much difference between the two types regarding geometry or sizes other than that a compact will give you a bit more crotch clearance.

Compacts basically use the same formula as conventional's but sizing in compacts is achieved primarily through seat tube and stem length.

It is a compact. I bought one a few weeks ago. However, it's sold based on the equivelent size, so a "54" has a seat tube length (centre to top) of 50cm, and a top tube length of 54.8 cm Check out www.specialized.com for the geometry.

Disagree with your fit advice. The website link shows that the Allez compact frame come sized and fit just like traditional frames, with an appropriate top tube length that matches the seat tube sizing. Believe effective TT length is the key fit dimension, and just as important for a compact frame as a traditional one.
