Sloppy journalism. However, the report is couched in nicely neutral
language:

"... when a collision happened ..."

So some marks out of ten.

But "A cyclist broke his neck and his skull" - surely the car/driver had
something to do with it? How about "A cyclist suffered a broken neck
and skull" or similar instead?

I'm assuming sloppy, considering later in the article there's the phrase "A
43-year-old man from Rugby man". Yeah man, he's from Rugby man!
