Wheels/tyres: Formula Disc Hubs, Michelin off road tyres

Sure. Why not. Every bike is a good bike for a first bike. Try it and see what you like.

i would get rid of the bar sticking out. that thing can kill you
 
Looks nice, get it if you like it and then go with it until it breaks or you feel the need to upgrade. Have fun.
