Kinetic trainer questions

Hi, Just picked up a Kinetic trainer and had a question. Is it normal to hear the fluid sloshing around when you just start pedaling or turn the roller by hand? Wondering if this is missing some fluid.

I wouldn't have described the sound as a gurgling sound, but this seems to be the same as what I was talking about.

The other thing I noticed on the unit is what looked like dried silicone around the joint between the two sides of the resistance unit. I've attached a pic. Is this normal?
