....wondering what others might say about this. I'm not even sure of their purpose. Also, are there any tricks to adjusting the fork/headset that I would not have already seen in the on-line instructions (that appear very straightforward)?

For shipping only so that the 2 parts don't get marred up-not needed for the install.

Well I checked further and this is what the King website says:
Where does that little plastic washer that came with my headset go? Answer: The 'scuff washer' is intended to go between the bearing cap and stem or stem spacers to help offset the effects of unfaced stems. It will help reduce the adjustment problems and creaking commonly caused by unfaced stems.
So apparently the company does intend this to be used, but I can't tell if they are implying that some stems are properly "faced" and others are not and thus it is optional for the bike with a properly faced stem?
