larger O.L.D on flexible steel fork

I can fit the locknuts if I slightly flex the fork. It's steel. Will it be okay? Will it endanger the rider?

Yes, it will be OK. No, it is not expected to endanger the rider. What you MIGHT encounter is that the fork doesn't spread symmetrically, in which case the bike won't track clean when riding no-handed.
