So I have a 2009 schwinn cutter single speed, no flip flop hub just a freewheel side. So my question is to convert it to fixie, can I just replace the freeweel with a 18t cog/lockring? What tools would be required? (I dont have a cog teeth tool). I really do not want to buy a new hub or wheel set.

The lockring for the non-driveside of an English threaded BB has the same threads as the threading for a Freewheel ...

It is NOT considered to be an ideal choice by those who know ...

FWIW. If 'I' were going to use a BB lockring with a Track cog on a regular hub then 'I' would cut an intermediate washer from a plastic laundry jug (or, equivalent plastic) that I would place between the cog & the BB lockring.
