Loose shifter boss on Trek aluminum frame

I just discovered a loose shifter lever boss on my old TREK 1100 aluminum
frame. How can these be tightened? I notice a little set screw way back in
there but it seems to be rather stuck. Is this the way to go at it?

The fitting needs to be removed & reinstalled, using high-quality epoxy
adhesive (metal-to-metal type). To remove it, you'll need to figure out
which side has the head for the screw that goes from one side to the other,
and remove that first.
