mavic hub spacers for 10speed cassette

Hey All.

I've got a new 10sp DA cassette i'm trying to get onto a Mavic Cosmos. The
wheel came with a ~1mm spacer, plus the thin spacer that comes with the 10
speed cassette. Without the 1mm spacer, the lockring doesn't tighten the
cogs. However, I'm having trouble shifting into the highest cog. Even with
the limit screw backed all the way out, the derailleur cage doesn't move
over quite far enough. Do I need something like a 0.5mm spacer on here? Any
ideas?

Sounds like the return spring of the rear der is getting tired. Der
hanger straight? Der come down to smallest cog w/o inner wire attached?
If it does, new cable/housing. If it doesn't w/o the inner wire
attached, put a .5mm chainring spacer between the der bolt and the
frame to move it out a wee bit allowing the spring to be 'tighter'
bringing chain to smallest cog.
 
Everything is actually brand new, which I also suppose could be a problem.
Maybe it just all needs to settle in a bit. I'll try a spacer on the
derailleur bolt.
