Both the same price but EX721 is 170g lighter. Both as far as i can tell are
highly recommended generally but is the heavier XC717 any stronger perhaps?

No such thing as a free lunch..lighter rim, not as strong.. Look at
your wheel/rim requirements and choose properly. Remember more races
have been lost due to equipment than won.
