Mending Cotton Duck

One of my Carradice Super C panniers has developed an L-shaped tear (I
confess that this is due to me repeatedly forcing an inappropriately-sized
item into it).

What's the best way to effect a mend, preferably as waterproof as possible?

"Best", I would say send it back to Carradice for patching. They have
the material and the expertise. In the past I had them update the
fixing system on some Carradura panniers and the work was 1st class,
timely and done for a reasonable price too.

If you ring up Carradice they'll send you a glue-on patch.

Carradice will send you a patch if you ask them. They recommend copydex to
glue it with.
