I have 1999 Campy Mirage 9 speed levers on my bike. I am considering
buying a new set of 2006 Mirage 9 speed levers as a backup. I see
that the 2006 levers have the black plastic paddles, but other than
that, are the levers the same in terms of parts and function?

yessir-altho the shift lever was a Chorus part in 1999, a Avanti part
later. Shift springs, spring carrier all Record parts or both
