The front wheel has a Torelli Master rim, but I'm thinking about using either a Mavic T520 (or subsequent model) or Sun CR18 on the rear. The narrowest tire I will ever use on this bike is a 28. Will that work, or is it in some way a Bad Idea?

It's actually a good idea to put a beefier rim on teh rear wheel. I use both of those rims with tires down to 25 mm.

Nope, it'll be just fine...you can use 23/25 tires on that rim as well....

As others have pointed out, this is fine. I have a CR-18 on the rear of my Tour Easy recumbent with a 700 x 32 Continental tire. Once it warms up, I'll probably switch to a 700 x 28 tire.
