Miyata Valley Runner

I've got a change to purchase a Miyata Vally Runner frameset. It has a 19.5" seat tube C-C and 22.5"
top tube. Any one know what the standover height would be on this bike ? My pbh is 31.5" and I think
it may be a bit large.

Is that a 26" or 700c wheeled frame?

It's a 26" wheeled frame.
