can any one help . wife and i r new to riding she rides about 20-30 a wk, we got great deal on a 3 yr old road bike schwinn fastback--- the stem was too long for her ---changed it ---much shoter and 17 degrees up but she says still has too much weight on her hands. can we find a head set that can bring the front end up 2-4 " thanks

You can try a stem riser (raiser). Here are a few online sources. Most decent local bike shops should also have them.

Before changing the stem, you should check, first, to see if her saddle is positioned to give the proper position for her over the bottom bracket. If a saddle is too far forward, the rider will have too much weight on their hands.
 
Go to your local bike shop, explain the situation, and have them watch your wife ride the bike and take a look at her position. As Alienator said, it could be as simple as adjusting the position of the saddle.
