Newbie Question: Bike Upkeep

On the bike you should have a frame pump, tire levers, a spare tube, and a small under-the-saddle bag to carry the stuff in. If your wheels are not quick release, add a small 15mm spanner.
For home maintenance, a floor pump, a set of metric Allen wrenches, 2 to 10 mm, and a set of metric spanners--8 to 20 mm should do it--and a couple of small to medium sized flat head and Phillips head screwdrivers, an adjustable wrench that opens to about 35 mm, and a tube patch kit should get you started. Add a decent repair guide, such as the Park Tools Big Blue Book, and add specialized tools as you find yourself needing them.
