Nice jacket for cycling?

Really hard to say from that tiny pic.
It's got a hood, which usually isn't that popular with riders. If you use them they tend to act as air scoops. If you don't it'll either flop around at your back, or have to be tucked in.
I prefer a good collar.

It also says "both waterproof and breathable,".
That's a balancing act between two opposing forces, and if you ride with some commitment anything labeled as waterproof usually don't breathe well enough, leaving you soaked from the inside instead. Might work for hubby, wouldn't work for me.
If you want "waterproof", I suggest that you look for one that also has those zippered underarm venting slits.

Last is actual fit. For bike riding you want longer-than-average sleeves and back panel, not certain if the announced stretchiness is enough to make up for that.

It doesn't look like a cycling specific jacket to me, so I wouldn't get it.

Cycling specific jackets are designed to fit properly when one is stretched out over the bars in riding position. I also prefer a jacket with pockets at the back to carry my stuff.
