OCLV seat tube trim (under the collar)

I have a 1998 OCLV (just prior to the evolution of the lighter density
materials). I understand this year and previous years are a mixture of
OCLV 150 and OCLV 120. I know that until they started the lighter
models for Lance, these frames had lifetime warranties for riders of
any weight (?) and they seem to be (in retrospect) very much overbuilt.
They were very light for the times and are still among the lighter
frames until you compare them to the very lightest models from the last
few years.

My point is that I think they are very strong and can tolerate some
sensible mods. I have removed the finish (including the primer) and I
think it looks really cool with a light clear coat. The question I
bring to the group is "can I remove a few mm at the top of the seat
tube to drop the collar down?" I have found that some seat posts that I
use can not be adjusted with the tools I carry unless I loosen the
collar and then raise or twist the seat post to gain access to the
bolts. I noticed that with an American Classic post I can get my
folding wrench under if I raise it just a few mm. Since I have the
frame stripped and ready to refinish, this is the only chance I will
have to make this trivial mod without turning in to a major project. I
would definitely not both if I did not have this chance. If anyone can
raise a logical objection, I will just forget about it.

If your frame is like most with a slot in the front or back, a few mm may
cause the seat tube to not clamp down as tightly because the clamp is closer
to the beginning of the notch that allows the seat tube to decrease in
diameter. It'd be closer to the seat tube/top tube/seat stay junction, too.
