I have some old Time Pedals (4 hole pattern that requires the adapter). I have a difficult time clicking in, but once in they work great. Anybody know if it is the pedal or the cleat that could be the problem?

Most likely the problem is a worn cleat. The front part is only a guide. The rear multifaceted cleat is the business end of things. Check to make sure that it is clean a burr free. While you are at it make sure the pedal mating surfaces are clean and as smooth as possible. I still use Time on my pure road bicycle. They still work the best for me of any road pedal combination out there. However, cleats do wear out and are easily damaged from walking on pavement. The cleat covers I have found just don't work well either.
