Outboard Bearing troubles - touring bike

Hello, I'm a newbie here, so please be kind...
I'm trying to set up a Surly Traveler's Check touring frame for my wife with a Shimano SLX outboard bearing crankset (Wanted a mount-and-forget type part that was unbreakable, or at least close to so). The Travleler's Check (also known as Cross Check) Frame has a 68mm bb shell, so the outboard bearings have to use the three 2.5mm spacers supplied with the crank/bb by shimano. Here's the kicker though. To get a good chain-line, I have to use ALL 3 of the 2.5mm spacers on the left (non-drive) side. Now my drive side crank arm seems to be in the correct position, but the left crank arm is waaaaay out in the middle of the road because of the 3 2.5mm spacers pushing it so far left (or out). Can this be remedied somehow? Bike seems off-balance with cranks so far pushed... Please help!
 
I don't understand ...

Was the crank set up as a double, a triple or a single?

Which chainring do you have the 'good chainline' aligned with?
