Overtrained?

This is data from a 5.6-mile segment, with 1,322 feet of elevation gain (4% grade). My last two rides on this segment were comparable in time and avg bpm, but my actual and perceived efforts for those times has increased markedly (over 10bpm faster for same time). My last twelve weeks of training in time are as follows: 4:23, 9:03, 8:01, 3:41, 6:24, 3:50, 3:19, 3:59, 6:23, 6:11, 4:41, 2:46. My training hasn't changed much, but some variables are that it's colder, windier, rainier, more layering, more trainer riding with intervals, etc. Has anyone else experienced this? Thoughts? Thanks.

Hard to say overtrained is the reason for the heart rate / perceived effort....You mentioned weather, dress.
I am thinking your core temp maybe going up from the lack of air flow/cooling.

Try a indoor trainer doing the same effort. Try it once with a fan blowing on you and once with no fan.
 
Thanks for the feedback. Interesting thought regarding undertrained. When I was setting all those PRs on those climbs last summer/fall, I was tapping into some summer running fitness--albeit, not that much--and since transitioning from running to cycling, I have not done any running (since August). Since it's a bit too cold now to climb, I've been putting in some volume here in the valley. Today, I did an effort on a different climb and, still, there is a significant discrepancy in HR and corresponding time.

This is a 5.5 mile climb segment (5% grade and 1560 ft of gain). Less than two months ago, at the same avg HR as today, I was 2.5 minutes faster on the climb. Last summer/fall, I had to work really hard to get a 170 avg HR on a long segment like this. Now, I'm very comfortable riding at low- to mid-170s. I didn't push at all, today, but my avg HR was 172. I wore the same clothing today as I did on November 23, 2014; however, it was a bit warmer today. Number of hours of riding the last 8 weeks: 4, 6, 6, 5, 3, 9, 11, 4 (so far this week). This is pretty comparable to my summer training.
