Well, in nice weather on dry pavement, any knobby tire is a liability.
Panaracers are also pretty sucky snow tires. My standard winter tire
in NYC was the WTB Velociraptor, which is an excellent winter tire,
and does not wear at all rapidly on pavement. Although V-raptors are
also noisy and drag you down like Dennis Rodman.

Here in Buffalo, I just leave the Nokians on. Make the WTB's feel like
road slicks.

True, on hardpack, rock or pavement any real knobby tire is going to
kick and scream at you. Comes with the territory.

Yup. :) I went from my Nokian studdeds to Ritchey semi-slicks and it
was as if I'd been given wings. I then later switched to 1.4" Ritchey
Tom Slicks for fun (wooo! fast!) but then recently switched to my
Panaracer Fire XC Pros (Taiwan, even). Doh! Feel like I'm back on the
Nokians. Oh well, it'll build character, and certainly help on the
dirt trails that I should probably be riding on anyway.

True, it is not a good mud tire, in fact it is not best at anything, but it
is a splendid tire for everything, have even ridden on road with mine in
Cambodia, my micheline jet bloody exploded and fortunately I carried an old
firx xc pro. Worked fine but made a lot of noise.
