Performance bonuses eliminated by ProTour ethical code?

WTF? Are we supposed to believe guys dope only for prize money or
contractual bonuses, and not to cash in on their next contract? As a
factual matter, are there cyclists with hugely incentive-laden
contracts of the sort that are banned in baseball by the commissioner's
office (they'll let reasonable bonuses get by, but it generally can't
be a huge chunk of your contract)? Insights into this one appreciated.

It's "supporting", not "sporting", i.e. it doesn't touch riders' bonuses
..
