You've got it the wrong way round. Remove the cycle helmet rule and
some people might start to consider whether they wish to take part.

On what grounds did you decide that cycling is more dangerous than
walking? Presumably you made such a decision since you don't insist
on walking helmets. Neither do you insist on car helmets when people
are getting to and from your event.

What you are doing is further ingraining the idea that cycling is
such a dangerous activity that people must wear special equipment to
do it. The Department for Transport has said that when enough people
have been "encouraged" to wear cycle helmets "voluntarily" they will
make helmets compulsory for all cyclists. As someone who presumably
enjoys the freedom of walking why are you helping to take away this
freedom from another group?
