Normally (but what's normal these days..) a non-negative is either because it's unknown if substance in a probe is artificial or not or the athlete has a medical certificate but the measure of the substance is too high.

Non negative is a tentative cover-story label for commercial purposes----that is, until the sponsors and event promoter are advised on how best to proceed.

But---for money laudering, a Swiss, Grand Cayman, British Virgin Isles (BVI), Antilles Netherlands account and a decent script will EXEMPT you from any taxation from any country who dares tax your cash flows.
