He's not allowing Italian teams to start his race as retribution for CONI's (Italy's Olympic Committee) decision where Valverde is barred from racing in Italy for two years. To make the most of a sordid situation, Valverde (who's apperently from the region/city of which the race bears its name) himself won't be starting the race along with his Caisse d'Epargne teammates because Guzman apparently is too tight with the purse-strings...
