    Hi,

While cleaning my bike I found that the plastic/rubber seal of the handle is partially pulled out. Can someone plz guide me how I can fix it? Also what could be the possible cause of this pulling out?

    thanks

That looks like the headset seal if popping out which may mean you might have a problem with the headset itself. I would suggest pulling the headset completely out and do maintenance on it and then replace it, in the tear down procedure you'll find out if the headset is damaged beyond repair.

If the headset is shot I would suggest you buy a Cane Creek 110 headset, if offers more seals then any other headset, and it supports the steer tube better than any other headset which helps to prevent cracking of the steer tube. It's a bit more expensive than most headsets, except for Chris King, but it not only is superior over all the others including the Chris King, but like the Chris King it will last forever...it's even guaranteed for 110 years.
