Preload adjustment

What is exactly Preload adjustment spring forks? Are they forks that cannot adjust the tension or travel or forks that can?
 
A fork with preload will allow you to make the forks stiffer by turning a dial on the fork leg to "pre load" the spring.

Only works for coil or elastomer forks, air forks are adjusted by air pressure. Also preload will only help so much, if you are heavy then you need to buy stiffer springs.

I've got a RST Omega T4 fork with pre-load... my problem is that I haven't found out which way the dial shall be turned to make the fork stiffer. Simply I can't see the difference. There's a + and a - on it but it could be more suspension as well as more stiffness.

as you can see isn't english my primary langauge
