Have you tried adjusting the height and rotation of the
derailleur in relation to the chainring? It may have been
pushed or knocked at some point. I can't imagine that a LBS
would have missed any other adjustments as front
derailleurs are not *that* difficult to set up. Try taking
it to another shop.

It strikes me that this is unlikely to be anything to do
with front mech adjustment, if you and two shops have all
failed to get it working better. TBH, I'm not at all sure,
and I'm responding because no one else appears to have any
idea. I used to build Principias, and never experienced this
type of problem. I think my next steps would be:

1/. Check all the cables for smooth operation, and make sure
that the lever isn't right at it's extreme when in the big
ring. If it is, and the lever needs its full range (which
it shouldn't, if it's a Dura Ace barcon & front mech), try
clamping the cable on the other side of the clamp bolt.
2/. Check that the chainrings have been correctly fitted
(and - you'll obviously know this straight away - that the
sizes are appropriate, and not 39-56, e.g.);
3/. Try a completely different type of chain;
4/. Check that the bottom bracket length is correct - is the
mech at or near it's limit in the big ring?

Well, I watched a bike shop bloke trying for ages to sort
out somebody's front mech when he had these symptoms. It was
on wonky, and he didn't notice. Neither did the owner.

So I'd check that first - is the cage parallel to the chain?

Never underestimate the cluelessness of some shops. Make
sure the the mech is straight.
