problem solving - staying within tight limit but getting what you want

Let's just say I'm on a budget of $200 Australian (that is $167.42 US) and I know I want a BMX cruiser 24". At first glance, I know that's impossible... but, maybe there's compromises that can be made, DIY things that can be done etc - and I'm after suggestions of these things.

Really, the only limits are that at the end of $200 there should be a whole bike or enough parts to create a whole bike and the style of bike should be a BMX. 24" may not be entirely necessary... particularly if a frame for a 20" of slightly longer length could be indentified.

I've seen a department store 20" bmx for $100 Australian ($83.71 US) - would there be any potential to start with this and make modifications to make it a more comfortable ride for an adult?

Options to build? Is there a dealer in bicycle 2nd hand parts?

Is there another type of bike frame I could use that would be cheaper?

Please feel free to be creative & please tell me any ideas you may have no matter how impractical they might seem.
