Based on the pic I'd say it's a threaded headset w/o a locknut.
Ideally you'd use a pin spanner to tighten the lower section of the top left item, then lock in position by tightening the Allen screw. -
Agreed. If not internally threaded it is probably held in compression by a star nut or compressor plug.
