When attaching chuck to tire valve , the air pressure remaining in tire creates too much pressure in the pump (Handle rises to top)
I've already replaced the rubber gasket in pump head. Any ideas on what can be wrong with pump Thanks for any help

Sounds like the check valve is stuck or broken.

sometimes with a Presta Valve you need to - after loosening - press the head for a second until it releases some air, then insert the pump and proceed.
