  1. My steel bike has cable stops that screw to each side of the top of the down tube, where an aluminium bike would normaly have a weld fabricated hooped stop.

    The stops are made out [censored], because they have had it in no time. I can't find them anywhere to order some decent one's. What is the proper name for them? I'm obviously searching for the wrong thing.

    They're called cable stops so you've pretty much answered your own question.
