I just bought the Conti GP4000 to put on these wheels, but the tires say they can only be used on "hooked type rims"--does this cover the Race Lites?

Yes

AFAIK, all rims sold today are hooked type. They have a raised bead on the inside to engage the bead of the tire. Believe the bead is a safety feature which would help keep the tire on the rim in case of a blowout.

BTW, congrats on buying a great tire; hope you like the 4000s as much as I do.

Not quite true. Tubular rims are not hook type. Hook type is the same as clincher.
