I can't comment about safest, but I did something similar a couple of
times. The wall thickness of the bars had to be reduced. I succeeded
with a drill press and some protracted and very tedious clamping of the
bars. Doing it the other way, that is reducing the OD of the barcon,
would be difficult as it's in several pieces.
