Question about Tour of Beijing Stage 1

I watched the highlights of the stage 1 ITT last night; the riders were riding regular road bikes, not time-trial bikes. Does anyone know why?

Interesting - Standard helmets too. If you look at David Millar (and some others), his position seemed setup to mimic a TT bike, the seat is crammed as far forward as it can go. Others in standard "road" position. Maybe China mandates the "cannibal" category as the standard?
