I am thinking of getting a rain cape and trying it out on local rides before
using it on a tour. I noticed these capes are advertised as having thumb
loops. What I need to know is if there is any difficulty changing gears on a
standard drop bar handlebar or if the capes are made for mountain bike
handlebars only.
Also, I assume the cape covers the back of the saddle but how does it keep
from getting into the rear wheel?
Would somebody who likes rain capes give me some advice on this?

Rain capes were invented about 70 years before the mountain bike.

It doesn't hang down that far. In addition to the thumb or wrist loops,
there is also a waist tie to keep the cape from flying up in the rear.

Googling for "carradice rain cape" will get you several discussions, a
review or three, and some less relevant cruft.
