No, there is no "standard" handlebar height.

Raising them depends on what kind of handlebars and stem you have, and
how they are set up now. Here's some general information:

There are many, many pieces that you can purchase and install. Some of
these can raise your handlebars a little, some will raise them a lot.
Some will lower your handlebars. Some will not fit your bicycle at all
and be useless.

There is an adjustment for this, but most new bikes are supplied with
this adjustment set as high as it can safely go, so you may well need to
buy a new handlebar stem or stem extender.
